1.    Moved an amendment on the motion of “Reviewing the priorities for public works to ensure enhanced speed and efficiency of key projects”
On 17 July, I moved an amendment on the motion of “Reviewing the priorities for public works to ensure enhanced speed and efficiency of key projects”. I urged the Government to further review and consolidate the existing list of large, medium and small-scale public works projects, assess the situation and implement various public works projects in an orderly manner according to their importance and urgency, consider deferring non-urgent projects, and optimize the allocation of public resources, so as to alleviate the financial pressure on the Government, avoid cutting expenditure related to people’s livelihood, and ensure more effective use of public resources, thereby enhancing the speed and efficiency of key projects relating to the economy and people’s well-being and bringing positive benefits to Hong Kong’s economy and people’s livelihood as soon as possible; when reviewing the list of public works projects, the Government should also strive to prevent drastic fluctuations in construction volume, so as to ensure the sustainable development of Hong Kong and safeguard the employment opportunities of construction practitioners. My amendment and the original motion were supported by the LegCo members. 
 


2.    Release of a research report on the Development of Hong Kong’s Yachting Industry
On 30 July, together with some other LegCo members, I released a research report on the Development of Hong Kong’s Yachting Industry, calling on the HKSAR Government to position the yachting and related industries as a vital sector in driving Hong Kong’s economic growth. The report puts forward seven strategic recommendations, including promoting “northbound travel for Hong Kong-registered yachts” and “southbound travel for Mainland-registered yachts”; streamlining customs procedures for yacht entry and exit; increasing the supply of local yacht berths; supporting the development of the yacht maintenance and servicing sector; and developing yacht-based island tourism. 
 

3.    Raised a question regarding “Pilot Programme on Smart Recycling Systems”
On 16 July, I raised a question at the council meeting and asked the Government about the handling of overflowing smart recycling bins under the EPD’s Pilot Programme, including complaint statistics, monitoring of contractors, and resource allocation for inspections. The Government responded that 49 complaints were received since March 2023, all promptly followed up. A sensor-based alert system notifies contractors when bins are nearly full or overflowing. EPD monitors contractor performance through a big data platform and requires timely improvements. Despite a 7% downtime due to full bins, conventional recycling bins are also available at most sites. Resources will be adjusted as needed to support the expanding network of smart recycling bins. Please view my question and Government’s reply via the following link:

4.    Joined the Bills Committee on Basic Housing Units Bill
The Bill was gazetted on 20 June 2025 and received its first reading at the Council meeting of 9 July 2025. The main purposes of the Bill are to introduce a regulatory regime for the letting of substandard subdivided units (SDUs) of domestic buildings or of the domestic parts of composite buildings; to make related amendments to certain enactments; and to provide for related matters. I joined the Bills Committee in July. 

5.    Joined the Bills Committee on Registration of Same-sex Partnerships Bill
The Bill seeks to establish a regime for the registration of same-sex partnerships and provide for related matters; and to make related amendments to certain enactments. The date of First Reading of the Bill is 16 July 2025. I joined the Bills Committee in July. 

6.    Visited lift and pedestrian walkway system between Lai King Hill Road and Lai Cho Road
Together with some other LegCo members and Kwai Tsing District Council members, I inspected the proposed lift and pedestrian walkway system between Lai King Hill Road and Lai Cho Road, Kwai Chung on 4 July to follow up on the issue of enhancing barrier-free facilities in the district. We received a briefing by representatives of the Highways Department on the plans, including demolition of existing slopes, construction of a covered walkway and a lift tower with two elevators, as well as ancillary environmental beautification and drainage works.
