1. Responses towards the Policy Address 2025
Chief Executive delivered his policy address at the LegCo on 17 Sep, setting out a range of initiatives to revive the economy, create opportunities and ensure long-term prosperity and stability of Hong Kong. The Policy Address 2025 adopts more than 100 recommendations from the Business and Professionals Alliance for Hong Kong, including expediting the development of the Northern Metropolis, promoting the yachting economy, developing 'island-hopping' routes, enhancing the investment immigration scheme, and fostering the growth of the aviation and aircraft maintenance industries etc. The proposed measures of the Policy Address pragmatically address economic and livelihood issues, while also looking to the long term by actively aligning with national strategies, strengthening Hong Kong’s unique functions, and laying a solid foundation for Hong Kong to accelerate its transition from stability to prosperity.
2. Released “Research Report on the Development of Hong Kong’s Night Economy”
Together with some other LegCo members, I released the “Research Report on the Development of Hong Kong’s Night Economy” in Sep, which calls on the HKSAR Government to integrate local markets and culinary elements in promoting a vibrant 'Night Hong Kong,' so that visitors may enjoy a more authentic Hong Kong experience. We also urged the Government to relax regulatory barriers in order to maximize the benefits of the night economy and inject greater momentum into Hong Kong’s tourism. The report puts forward seven strategic recommendations, including linking the night economy with mega events to attract visitors to stay and spend at night, creating landmark food hubs, establishing bazaar-style night markets, and improving night-time transport facilities, with the aim of revitalizing Hong Kong’s night-time vibrancy and making Hong Kong a city of “travel anytime anywhere”.
3. Suggested adopting a "Joint Boundary Control System” at the West Kowloon Station port of the Express Rail Link
On 12 Sep, together with some other LegCo members, I suggested that the Government actively consider and adopt the "Joint Boundary Control System” at the West Kowloon Station port of the Express Rail Link. This arrangement would streamline the current clearance process by requiring passengers to queue only once. They would undergo a single security check and one document inspection that satisfies the requirements of both Hong Kong and Mainland authorities simultaneously. This model could slash the current clearance time from over 30 minutes to approximately 6 minutes. It is expected to effectively resolve the difficulty travelers face during border clearance and substantially enhance the efficiency and experience of High-Speed Rail travel. The ultimate goal is to achieve a truly efficient, comfortable, and seamless journey.
4. Released “Research Report on the Industrialization of Hong Kong’s Basic Education”
On 30 Sep, together with some other LegCo members, I released the “Research Report on the Industrialization of Hong Kong’s Basic Education”, putting forward five major strategic recommendations. These include expanding the industrialization of education in Hong Kong from tertiary education to basic education, facilitating the arrival of overseas students and parents, and increasing the supply of hostel places for non-local students. These proposals aim to drive the industrialization of basic education in Hong Kong, provide one-stop services for non-local students, and in turn generate significant economic and social benefits for Hong Kong.
5. Raised a question on “Reclamation project for Kau Yi Chau Artificial Islands”
On 10 Sep, I raised a question on “Reclamation project for Kau Yi Chau Artificial Islands” (KYCAI) and sought an update on the KYCAI project, focusing on the latest progress of the Environmental Impact Assessment report; what studies are underway to allow swift future construction; and whether a development timetable exists. The Government replied that the Northern Metropolis is the current focus, while the KYCAI project is a lower priority for long-term land supply.
