1. Conducted duty visit to Dongjiang River Basin
LegCo members conducted a two-day duty visit from14 to 15 April to the Dongjiang River Basin in Guangdong Province, to study the operation of the Dongjiang-Shenzhen Water Supply System as well as measures taken in safeguarding the quality of water supplied to Hong Kong. Members had the opportunity to exchange views with the Guangdong Provincial authorities on issues of mutual concern related to the supply of Dongjiang water to Hong Kong. The duty visit enhanced members' understanding of the condition of the Dongjiang water before it is conveyed to Hong Kong and the quality control measures taken.
2. Conducted a visit to observe Three-runway System (3RS) reclamation works
LegCo members conducted a visit to observe 3RS reclamation works on 5 May to better understand its construction progress. Members received a briefing on 3RS reclamation works by the representatives of AAHK during the boat trip. Members then boarded on one of the barges and observed how Deep Cement Mixing (CDM) method was used for non-dredge reclamation from a close distance. Members were briefed about the extent of reclamation, filling materials used, the environmental and ecological impact of the works as well as the control, monitoring and mitigation measures taken.
3. Funding requests approved by the PWSC
An additional funding request of HK$847.7 million for advance work on the Sha Tin-Central rail link was approved by the Public Works Subcommittee (PWSC) on 5 April. The Transport Bureau said additional funds are needed for construction works in Admiralty station and Ho Man Tin station. On 20 April, members approved another funding application to increase the approved project estimate of the South Island Line (East) by $286.2 million for essential public infrastructure works. The Administration explained that to tie in with the commissioning of the South Island Line (East), a safe, convenient and barrier free access to the stations must be provided through enhancement of pedestrian and transport links to the railway line. These applications are subject to final approval by the Finance Committee.
4. Funding request approved by the FC for Disneyland Expansion
On 2 May, the Finance Committee approved a funding request of HK$5.5 billion for expansion and development of the Hong Kong Disneyland. The Government said the plan will take six years to complete and cost a total of HK$10.9 billion shared equally between the Government and the Walt Disney Company (TWDC), in order that the park can continue to attract visitors from around the world, and to maintain the development of tourism in the city amid intensifying regional competition. The expansion plan aims to launch at least one new attraction at the park every year between 2018 and 2023. There are also plans to expand other existing attractions.
5. Meeting the CE-elect
On 28 April, along with other LegCo members and representatives of the Business and Professionals Alliance for Hong Kong, I met the CE-elect Mrs. Carrie Lam to discuss a wide range of policies including infrastructure, tourism, finance and education, etc. We have also expressed our views on the development of the Guangdong-Hong Kong-Macao Bay Area. We believe that it will provide a lot of development opportunities for the young people and middle-class people in Hong Kong. We urged her to implement the two-tiered profits tax in order to support SME development. She responded with positive attitude and the discussion was constructive.
