1. Expressed views to the Financial Secretary on the Budget 2018
Together with other members of the Business and Professionals Alliance for Hong Kong, I met the Financial Secretary on 5th Dec to express views on the Budget 2018 covering wide array of policy areas including tourism, innovation and technology development, financial services, tax relief, support for SMEs, infrastructure and land development, improvement of education and medical care, etc. There are totally 65 proposals to enhance economic development and people’s livelihood.

2. Major funding requests approved by the FC and PWSC
On 29 Nov, the PWSC approved a funding request of HK$2.65 billion for road improvement and infrastructure works to support the proposed development of the Anderson Road Quarry site to address the current shortage of land supply. The item will be discussed at FC meeting later. Subject to FC’s funding approval, the Government plans to commence the proposed works in early 2018 for completion in phases from early 2021 to end 2023. On 24 Nov, the Finance Committee approved a funding request of HK$0.25 billion for developing and implementing a Centrally Managed Messaging Platform to replace the decentralised email system currently in operation in bureaux/departments. 
 
3. Subcommittee on Legislative Amendments to Improve Vessel Traffic Services and Regulate Marine Safety
The Subcommittee discussed on the legislative amendments made under the shipping and port control regulations for improving vessel traffic services and regulating marine safety. I joined the Subcommittee. A meeting was held on 7 Nov with the Administration to examine the subsidiary legislation. 
 
4. Met the Construction Industry Alliance
Together with some other LegCo members, I met representatives from the Construction Industry Alliance on 30 Oct to listen to their concerns over filibustering in the LegCo. They complained that the slow approval of public works projects has affected the industry and workers’ livelihood, and expressed strongly that filibustering disrupts LegCo’s normal operations and jeopardizes social order, and should be stopped. 
 
5. Met the Secretary for Transport and Housing to discuss livelihood issues
Together with some LegCo members and district members, I met the Secretary for Transport and Housing on 1 Dec. The attendants exchanged views on increasing public rental houses production to meet the needs of the grassroots, changes in the planned uses of lands, enhancement of the Work Incentive Transport Subsidy Scheme, and other issues related to livelihood of people.  
 
6. Participated in the Testing and Certification Day of the Open University of Hong Kong
I was invited by the Open University of Hong Kong to share my views on the development of the testing and certification industry at their seminar on 4 Nov. Around 100 participants attended the seminar. The title of my speech was “Greater Bay Area – Opportunities for The Testing and Certification Industry”.
 
7. Joined the Conference on Greater Bay Area
On 24 Nov, I joined the Conference on Greater Bay Area in Shenzhen. In my speech, I pointed out that the development of the Guangdong, Hong Kong, Macao Bay Area would provide a lot of business opportunities for our professional sectors. To achieve the benefits in such development, it is imperative for the three Governments to gain mutual understanding and to coordinate further to come up with an overall strategic plan.
