1. Elected Chairman of the Public Works Subcommittee (PWSC)

The new legislative year started on 16 Oct 2019. At the meeting of the Public Works Subcommittee on 23 Oct, I was elected Chairmen for the 2019-20 session. This year, I joined twelve panels, two subcommittees under the Finance Committee and a few other subcommittees as well.  

 

2. Comments on the CE Policy Address 2019

The Chief Executive released her Policy Address "Treasure Hong Kong: Our Home" through video on 16 October, 2019. The Policy Address focuses on increasing land and housing supply, helping SMEs in difficulties, promoting sustainable economic development and supporting the underprivileged community. The Policy Address adopted more than 100 recommendations proposed by me and my alliance. However, the Government has no positive response on the proposal of redevelopment of old public rental housing. I also urged the Government to take quick and effective measures to stop the current social chaos and bring the society back to normal order as soon as possible.

 

3. Funding projects approved in the FC and the PWSC

On 25 Oct, a funding proposal of HK$16 billion was approved in the FC to build the Trunk Road T2 and Cha Kwo Ling Tunnel. This project is important for connecting with the Central Kowloon Route and Tseung Kwan O-Lam Tin Tunnel to form Route 6 as an east-west express link between West Kowloon and Tseung Kwan O. On 1 Nov, another funding project of HK$7.7 billion was approved in the FC for carrying out the design and construction of the first stage of desalination plant at Tseung Kwan O.

 

At the PWSC meeting on 6 Nov, a funding proposal of HK$1.76 billion was approved to revitalize the King Yip Street Nullah into Tsui Ping River. Another funding allocation of HK$145.5 million was approved to improve Lam Wah Street Playground and its adjacent area. Another project of HK$6.1 billion was approved to rehabilitate the ageing sewers and stormwater drains in districts of Tsuen Wan, Kwai Tsing, Sham Shui Po, Yau Tsim Mong, Kowloon City and Wong Tai Sin.

 

On 13 Nov, a funding proposal of HK$2.3 billion was approved in the PWSC to provide additional columbaria in Shek Mun, Shatin and at Sandy Ridge Cemetery to meet rising public demand. A pedestrian subway underneath and across Tate’s Cairn Highway is needed to support the provision of the planned columbarium in Shek Mun. Another funding proposal of HK$8.35 billion was approved in the PWSC to upgrade the sewage treatment facilities at Yuen Long and build more village sewerage systems in Port Shelter and Tolo Harbour.

 

The above funding proposals approved by the PWSC of a total sum of HK$18.7 billion will be reviewed by the FC for final funding approval as soon as possible.

 

4. Raised a question on the railway development strategy

In September 2014, the Government announced the "Railway Development Strategy 2014" recommending the implementation of seven railway projects by 2031. I am disappointed that up to now, there is no solid progress on these project proposals yet. In the Q&A session on 23 Oct, I asked the Government whether it could complete the seven railway projects by 2031. I hope the Government could decide and proceed according to the announced railway development strategy.

 

5. Joined a Conference and Exhibition on Solutions for Water Resilience

On 31 Oct, I was invited the IWA-ASPIRE 2019, a conference and exhibition of on solutions for water resilience. It was an international event attended by many local and overseas participants. With the conference theme of “Smart Solutions for Water Resilience”, it provides a platform for water professionals, practitioners and academia from across the international community to share the practice, acquire new knowledge and get inspired on water-related subjects.

 

6. Celebration for the 70th anniversary of the founding of the People's Republic of China

I was invited to join a series of ceremonial events at Tiananmen Square to celebrate the 70th anniversary of the founding of the People's Republic of China on 1 Oct, including the grand military parade, the mass pageant, and the music and dance gala. Taking the opportunity, I visited the Chinese Academy of Engineering together with a delegation of Hong Kong engineers.
