1. Elected as the Chairman of the Subcommittee on Members’ Remuneration and Operating Expenses Reimbursement
On 30 March, I was elected as the Chairman of the Subcommittee on Members’ Remuneration and Operating Expenses Reimbursement. It is an established practice for the Subcommittee to complete a review of the remuneration package and expenses reimbursement arrangements for LegCo Members at least one year before the start of a new LegCo term. After the review, any proposals to change the level of remuneration and operating expenses reimbursement for Members of the new term will be put forward to the Administration for consideration.
2. Elected as the Chairman of the Bills Committee on Product Eco-responsibility (Amendment) Bill 2023
On 31 March, I was elected as the Chairman of the Bills Committee on Product Eco-responsibility (Amendment) Bill 2023. The Bill was introduced into the Legislative Council to provide a legal framework for the regulation of disposable plastic tableware and other plastic products; and to enhance the producer responsibility scheme (PRS) on waste electrical and electronic equipment (WPRS) and the PRS on glass beverage containers (GPRS).
3. Raised a written question regarding manpower supply and demand for the construction industry
On 15 March, I raised a written question and asked the Government whether the authorities have commenced discussions with the industry and taken specific measures actively, so as to ensure that future public works projects can be launched in a steady and orderly manner; whether the authorities will provide the industry with additional targeted support in training local talents and attracting young people to join the industry; whether the authorities will enhance the existing Supplementary Labour Scheme so that the industry can flexibly meet the manpower demands for different trades at different stages of works projects. 4. Raised a written question regarding fire safety at construction sites
At the LegCo meeting on 29 March, I raised a written question regarding fire safety at construction sites and asked the Government whether the authorities will consider expeditiously enacting legislation to make the requirements on "fire service installations and equipment" statutory; whether additional resources will be allocated to step up the monitoring efforts on fire safety at construction sites; whether the authorities will require contractors of construction sites to commission registered fire engineers to conduct fire risk assessments for construction sites, and issue fire safety certificates after confirming the compliance of the construction sites with the relevant requirements. 5. Funding projects approved at the FC meeting
At the FC meeting on 17 March, members approved a funding project with the cost of HK$310.4 million for improvement works at Tai O. On the same day, another funding project of “Implementation of Light Public Housing – the First Batch of Projects” at an estimated cost of $14.9 billion was also approved for four Light Public Housing (LPH) projects, as well as carrying out pre-construction activities for the remaining four LPH projects in the second batch.
6. Calling on Hong Kong residents to register as voters
On 30 March, together with some other LegCo members and related Government officials, I appealed to citizens in Sham Shui Po district to register as voters. I explained to the citizens visiting our booth that to improve their livelihood and to speed up the economic recovery after the epidemic, it is very important for them to register as voters to elect the right people to serve the community.
7. Invited youth organization to visit LegCo
On 27 March, I received at LegCo a group of representatives from a youth organization and discussed with them a number of issues related to the career paths of young people, and how to seize opportunities in the context of national development. I shared with them the current challenges and opportunities in Hong Kong, and pointed out that the integration of the Bay Area provides valuable development opportunities for Hong Kong's youth.
