Special Issue (October 2013)
1. Elected as Chairman of the Public Works Subcommittee
The new session of the LegCo has started in October. I am very pleased to let you know that I am elected as Chairman of the Public Works Subcommittee in the 2013-14 session. This Subcommittee examines public works expenditure proposals and makes recommendations to the Finance Committee. Besides this chairmanship, I continue to serve six panels namely, Housing, Development, Environmental Affairs, Transport, Commerce and Industry, and Information Technology and Broadcasting. I will continue to act as a bridge between the engineering industry, the LegCo and the HKSAR Government. Your comments and suggestions to enhance my work in the Council are most welcome.
2. My motion of “Formulating Long-term Infrastructure Planning to Promote Sustainable Development” carried with no amendment
At the LegCo meeting on 9 October, I moved the motion of “Formulating Long-term Infrastructure Planning to Promote Sustainable Development”. This motion eventually passed with no amendment. I am fortunate to move the motion at the first council meeting in the new session.
The wordings of my motion in Chinese and English are as follows:
制訂長遠基建規劃,推動可持續發展 (Chinese)
鑒於全球經濟環境的變化,以及香港的發展需要和社會訴求,本會促請特區政府盡快制訂長遠基建規劃,妥善做好公眾諮詢,相應投放資源,確保適時提供充足的土地及各項基建配套設施,以提升香港作為區域經濟樞紐的功能,振興經濟和促進就業,營造優質環境和綠色生活,推動可持續發展,並為新一代向上流動創造更多機遇。
Formulating Long-term Infrastructure Planning to Promote Sustainable Development (English)
That, given the changes in the global economic environment as well as the development needs and social aspirations in Hong Kong, this Council urges the SAR Government to expeditiously formulate long-term infrastructure planning, properly conduct public consultation, correspondingly allocate resources, and ensure the timely provision of adequate land and various supporting infrastructure facilities, so as to enhance the functions of Hong Kong as a regional economic hub, boost the economy and promote employment, bring forth a quality environment and green living, promote sustainable development, and create more opportunities of upward mobility for the new generation.
