1. Appointed member of the 13th National Committee of the Chinese People’s Political Consultative Conference
I was appointed one of the members of the 13th National Committee of the Chinese People’s Political Consultative Conference. I am honored to have the opportunity to serve the country in this new capacity.
 
2. CE Q&A in Jan
I raised a question to the CE at the LegCo meeting on 31 Jan about the implementation timetable of the seven new railway projects announced by the Government in 2014. The CE replied that these projects have been put into the initial stage and the progress would be reported to the LegCo later. I also urged the Government to expeditiously launch the Fourth Comprehensive Transport Study and the CE gave a positive response on this. Please visit the link below for my question and CE’s reply:

3. Funding requests approved in the PWSC and the FC in Jan
On 17 Jan, the PWSC endorsed a funding request of HK$87.7 million for carrying out a feasibility study on Route 11 (between North Lantau and Yuen Long) and associated site investigation works. On 31 Jan, the PWSC approved another funding request of HK$12.49 billion for the Capital Works Reserve Fund block allocations in 2018-19. The Government estimates that the proposed allocation of $9,817.9 million for works-related block allocations in 2018-19 will create about 14000 jobs. The items will await the FC approval later.
 
On 12 Jan, the FC approved a funding request of HK$0.2 billion for the development of a district open space at Anderson Road, Kwun Tong. On 19 Jan, the FC approved a new commitment of $1.2 billion for the Qualifications Framework Fund and another request of HK$3 billion for injection into the Research Endowment Fund.
 
4. Subcommittee on Issues Relating to Shopping Centres, Markets and Carparks in Public Rental Housing Estates and Home Ownership Scheme Estates
This subcommittee will examine and discuss the operation, management and service provision of shopping centres, markets and carparks in public rental housing /Home Ownership Scheme estates and the impacts on the residents. It will also monitor the Link and study feasible proposals to ensure facilities can meet the needs of the residents. I joined the Subcommittee. The first meeting was held on 8 Jan.
 
5. Bills Committee on Guangzhou-Shenzhen-Hong Kong Express Rail Link (Co-location) Bill
The Bill seeks to implement the co-location arrangement at the West Kowloon Station (WKS) of the Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL). It seeks to declare an area as the West Kowloon Station Mainland Port Area (Mainland Port Area); provide that a train compartment of a passenger train in operation on XRL is to be regarded as part of the Mainland Port Area; provide that the Mainland Port Area is to be regarded as an area lying outside Hong Kong but lying within the Mainland for certain purposes; and make supplementary provisions for certain rights and obligations. I joined the Bills Committee. The first meeting was held on 12 Feb.
 
6. Invited to be one of judges for the Floating Solar Power System Photography Competition
The Water Supplies Department have installed Hong Kong's first floating solar photovoltaic (PV) system at the Shek Pik Reservoir in January 2017 and another pilot was constructed at the Plover Cove reservoir in October 2017. A photo-taking competition was organized to promote the benefits of the floating solar power system, to encourage energy savings, to adopt low-carbon lifestyles, and to enhance Hong Kong’s sustainability. I was invited to be one of judges for the competition.
