1. Amendment to motion of “Promoting the popularization of electric vehicles” (EVs)
I moved an amendment to the motion of “Promoting the popularization of electric vehicles” at the legCo meeting on 12 April. I urged the Government to examine the development strategy for environment-friendly vehicles in Hong Kong, and in response to changes in the market and technology, make timely adjustments to the policy on the promotion of EVs; to examine the relevant provisions of the Buildings Ordinance to propose that charging facilities for charging EVs must be provided at all parking spaces in newly constructed commercial and residential buildings; to support the industry to develop EV batteries and explore the possibility of interoperability among chargers of various standards, so as to further facilitate the use of EVs. 2. Visit to the West Kowloon Station of Hong Kong Section of Guangzhou-Shenzhen-Hong Kong Express Rail Link
Together with some other legCo members, I visited the West Kowloon Station of the Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link on 30 April. We visited the facilities of the West Kowloon Station and toured along the departing and arriving passengers' routes to learn more about the co-location arrangement.
3. Visits to Guangdong-Hong Kong-Macao Bay Area
Together with other legCo members, I participated in a three-day joint-Panel duty visit to the Guangdong-Hong Kong-Macao Bay Area (the Bay Area) from 20 to 22 April 2018. We visited five cities in the Bay Area, namely Guangzhou, Shenzhen, Foshan, Dongguan and Zhongshan, to see the latest development there. We also took the opportunity to meet with representatives of the Guangdong Provincial Government as well as the Municipal Governments of the five cities to exchange views on issues of mutual concern.
On 28 April, I visited Guangzhou with the members from the Business and Professionals Alliance for Hong Kong and met the representatives of the Guangdong Provincial Government. In order to further promote the interaction and cooperation between Hong Kong and Guangdong, we submitted a proposal with 22 recommendations in the areas of innovation technology, tourism, cultural industries, transportation, communications, financial services, and youth development. 5. Funding requests approved in the PWSC and the FC in April
On 11 April, the PWSC endorsed funding requests of HK$517.6 million and $268.3 million respectively for carrying out the Advance Works and engaging consultants to undertake the detailed design and site investigation for the site formation and associated infrastructure works of Phase 1 of the Loop development. On 17 April, the funding request of HK$1.4 billion was approved to carry out the construction works for the youth hostel project in Yuen Long under the Youth Hostel Scheme. On 25 April, the funding proposals of total amount HK$29.58 billion for constructing a new acute hospital at Kai Tak Development Area and redevelopment of Queen Mary Hospital, Kwong Wah Hospital, Our Lady of Maryknoll Hospital and Grantham Hospital were approved to enhance service capacity and services in order to cope with the rising demand of the increasing and ageing population.
On 27 April, the FC endorsed a funding request of HK$3.6 billion for the construction of Inland Revenue Tower in Kai Tak Development. The FC also endorsed a funding request of HK$192 million to carry out the second package of the construction of public infrastructure works to dovetail with the phased implementation of the West Kowloon Cultural District (WKCD).
