1. Amendment to motion of “Strengthening regional collaboration and jointly building the Guangdong-Hong Kong-Macao Bay Area”
At the Legco meeting on 31 May, I moved an amendment to the motion “Strengthening regional collaboration and jointly building the Guangdong-Hong Kong-Macao By Area”. I urged the Government to set up an ‘innovation and technology programme for youngsters’ to provide eligible youngsters with business start-up subsidies, corporate matching proposals, so as to assist them in grasping the development opportunities presented by the Bay Area; to establish an exchange platform for Hong Kong and Mainland talents that focuses on nurturing innovation and technological research talents, so as to develop the Bay Area into a settlement of innovation and technological research talents; through active cooperation with the Guangdong Provincial Government, to jointly seek to unify the standards and requirements on the sales and supply of goods and services in the Bay Area, such as formulating product safety test standards and a procurement system; and to encourage telecommunications companies to progressively waive mobile roaming charges for Guangdong, Hong Kong and Macao as a means of materializing connection of telecommunications networks in the three places and urban integration, so as to reduce the communications costs borne by Hong Kong and Macao residents working and living in the Bay Area. 2. Subcommittee on Construction Workers Registration Ordinance (Expiry of Section 39(1)(b) and (d)) Notice
Upon the commencement of the registration system in December 2005, a transitional arrangement has been provided for experienced construction workers who were carrying out skill works. As the Administration considers that the transitional arrangement is no longer necessary, it has made the Construction Workers Registration Ordinance (Expiry of Section 39(1)(b) and (d)) Notice to appoint 1 July 2019 as the expiry date in order to terminate the arrangement for provisional registration. I joined the Subcommittee on 21 May and finished scrutiny on the same day.
3. Motion to be moved under Rules of Procedure to censure Hon HUI Chi-fung
At the LegCo meeting of 23 May, a motion was moved under Rules of Procedure to censure Hon Hui Chi-fung for his misbehavior of snatching the mobile phone of a Government officer. The motion was jointly signed by me and other two LegCo members so as to set up an investigation committee later.
4. Delegation to Sichuan Province in commemoration of the 10th anniversary of the massive Wenchuan earthquake
I joined a delegation organized by the HKSAR Government to visit Sichuan Province from 11 to 12 May in commemoration of the massive Wenchuan earthquake 10 years ago. I attended the Hong Kong-Sichuan Co-operation Conference, the Hong Kong-Sichuan Exchange Conference on Investment and Trade Co-operation, and events related to post-earthquake reconstruction support works.
5. Funding requests approved in the PWSC and the FC in May
On 12 May, the PWSC approved funding requests of HK$2.25 billion for the construction of a government data centre complex and HK$2.28 billion for the construction of a joint-user government office building in Cheung Sha Wan respectively. On 14 May, the PWSC also approved another funding request of HK$5.6 billion for the construction of Cross Bay Link in Tseung Kwan O.
On 4 May, the FC approved a funding request of HK$452 million for the Next Generation Application and Investigation Easy Systems. On 18 May, the FC approved a new commitment of $170 million for payment of examination fees for school candidates sitting for the 2019 Hong Kong Diploma of Secondary Education Examination.
6. Meeting with residents from the Shek Kip Mei Estate
Together with some other LegCo members and District Council members, I had a meeting with the Shek Kip Mei Estate residents to listen to their concerns on the estate redevelopment plan. They hoped to have a public estate built at the site and residents rehoused there.
7. The 20th Annual Meeting of CAST kicks off in Hangzhou
I took part in the 20th Annual Meeting of the China Association for Science and Technology (CAST) in Hangzhou from 26 to 27 May. The CAST has become an important platform to gather the intelligence of professionals to serve the national science and technology development, construct national high-end think tanks, lead academic innovation and carry out science popularization service.
