1. CE Policy Address 2018-19
The Chief Executive delivered her Policy Address on 10 Oct 2018. I am pleased that the Policy Address had adopted more than 100 proposals put forward by the Business and Professionals Alliance for Hong Kong, including reclamation outside the Victoria Harbour, public and private partnership development of land, optimizing SME Financing Guarantee Scheme, and the establishment of an elevator maintenance fund, etc. I think this Policy Address is pragmatic, focusing development, caring for the communities, and benefitting people’s livelihood.
 
2. Elected Chairman of the Public Works Subcommittee
At the meeting of the Public Works Subcommittee on 10 Oct, I was elected Chairmen for the 2018-2019 session. This year, I joined 12 panels and two subcommittees under the Finance Committee. 
 
3. Opening of the Hong Kong-Zhuhai-Macao Bridge
On 23 Oct, I was invited to participate in the Hong Kong-Zhuhai-Macao Bridge (HZMB) opening ceremony held in Zhuhai. President Xi was present at the ceremony and announced that HZMB has officially commenced operation. Leading officials from Guangdong and the Hong Kong and Macao special administrative regions attended the ceremony, which took place at the passenger clearance building of the Zhuhai Port.
The LegCo Panel on Transport also conducted a visit to the HZMB on 20 Oct to better understand the facilities as well as the cross-boundary and local transport arrangements for HZMB before its commissioning. Members visited the Passenger Clearance Building in the Hong Kong Port, the arrival and departure halls, the public transport interchange, and immigration facilities to learn more about the immigration clearance arrangements for HZMB. 
 
4. Proposed recommendations to the Government on the healthcare service
With some members of the Business and Professionals Alliance for Hong Kong, I submitted a proposal with nine recommendations on the healthcare service in Hong Kong to the Government on 8 Oct. The key recommendations include increasing public-private partnerships in medical institutions, enhancing the attractiveness of Voluntary Health Insurance Scheme, regulating e-cigarette, promoting cooperation in the Greater Bay Area, etc. so as to achieve a healthy life by strengthening healthcare system.
 
5. Raised an oral question on new railway projects
At the LegCo meeting on 24 Oct, I asked the Government about the detailed proposals and the implementation timetables for the seven railway projects mentioned in the Railway Development Strategy 2014. The Government replied it will consider the planning studies and the recommended strategic transport corridors in relation to the "Lantau Tomorrow Vision", as well as look into the layout of the proposed railway and major road infrastructure with regard to the transport infrastructure required for the longer-term strategic growth areas of "Hong Kong 2030+ Study", to ensure that the planning of large scale transport infrastructure can meet the needs of the overall long-term land use developments of Hong Kong. 6. Completion of scrutiny on Proposed Resolution under Section 3(1) of the Loans Ordinance (Cap. 61) 
As Chairman of the Subcommittee on Proposed Resolution under Section 3(1) of the Loans Ordiance (Cap. 61), I reported the deliberations of the Subcommittee on the House Committee on 26 Oct. The Subcommittee has held three meetings to meet with the Administration and receive views from deputations. No amendment is proposed to the Proposed Resolution from the Administration and the Subcommittee.
 
7. Subcommittee on Guangzhou-Shenzhen-Hong Kong Express Rail Link (Co-location) Ordinance (Commencement) Notice
This Subcommittee aims to study the Commencement Notice with the decision of appointing 4 September 2018 as the day on which the Ordinance comes into operation to dovetail with the commencement of operation of the Hong Kong Section of the XRL on 23 Sept 2018. The Commencement Notice was published in the Gazette on 31 August and tabled before LegCo on 10 Oct. I joined the Subcommittee and finished the scrutiny.
