1. LegCo Public Works Subcommittee visited facilities of District Cooling System at Kai Tak Development
Further to endorsing a funding proposal earlier in Nov for implementing the remaining works under Phase III of the District Cooling System (DCS) at the Kai Tak Development, members of the PWSC visited the facilities of DCS on 26 Nov to observe its operation. We first visited the North DCS Plant to receive a briefing on the operation of DCS and the latest progress of the remaining works. Accompanied by representatives of the Environment Bureau and the Electrical and Mechanical Services Department, we then visited the control room, chillers and the associated equipment at the basement of the plant. We also went to a primary school in Kai Tak to visit the DCS substation there.
 
2. Attended M+ topping out ceremony
I was invited by the West Kowloon Cultural District Authority (WKCDA) to attend the topping out ceremony of the M+ building, a milestone in the development of M+ as a world-class museum and as a major cultural institution for Hong Kong. It marks a crucial moment in the countdown to the museum’s planned opening in 2020. 
 
3. Participated in seasonal influenza vaccination event at the LegCo
On 21 Nov, I was invited by the Secretary for Food and Health to join an event to receive seasonal influenza vaccination to encourage members of the public and target groups to receive the vaccination. 
 
4. Chairman Report of the Subcommittee on Proposed Resolution under Section 3(1) of the Loans Ordinance (Cap. 61)
I delivered the Chairman Report of the Subcommittee at the LegCo meeting on 15 Nov. The Subcommittee has held three meetings to meet with the Administration and receive views from deputations. The Government proposed to launch the Green Bond Programme with a borrowing ceiling of HK$100 billion to promote the development of green finance in Hong Kong. The sums borrowed would be credited to the the Capital Works Reserve Fund to provide funding for green public works projects of the Government. The Resolution was passed at the LegCo on the same day. 
 
5. Subcommittee on Financial Institutions (Resolution) (Loss-absorbing Capacity Requirements - Banking Sector) Rules (FIRO LAC Rules)
The FIRO LAC Rules are made by the Monetary Authority to prescribe loss-absorbing capacity requirements for authorized institutions and their group companies. Under the FIRO LAC Rules, authorized institutions are required to maintain minimum levels of LAC, which can be used to absorb losses and provide recapitalization resources to facilitate orderly resolution should the relevant authorized institution ceases, or become likely to cease, to be viable. I joined the Subcommittee. The scrutiny was finished in Nov. 
 
6. Subcommittee on Registration of Persons (Application for New Identity Cards) Order 2018 and Registration of Persons (Application for New Identity Cards) Order (Repeal) Order
The Registration of Persons (Application for New Identity Cards) Order 2018 has been made under section 7B(1) of the Registration of Persons Ordinance, to direct certain categories of persons to apply for new identity cards. The Subcommittee was set up to discuss on the new form of HKIC and details of the replacement exercise. I joined the Subcommittee. The scrutiny was finished in Nov.
