1. Expressed expectations and recommendations for the Policy Address 2021
On 17 August, together with some other LegCo members, I met the Chief Executive to expressed expectations and recommendations for the Policy Address 2021. Our proposals covered eight main areas including solving housing problems, promoting integration into the Greater Bay Area, and attracting more mainland and global companies to list in Hong Kong, etc. In terms of land policy, I suggested that the government should improve the compensation mechanism for land resumption. I urged the government to change its previous thinking about the New Territories as a border, and to regard the New Territories as a center of Hong Kong's future development.
2. Funding projects approved in the PWSC
On 25 August, funding allocation of $1.17 billion was approved at the PWSC for expansion of the Legislative Council Complex to meet the accommodation demands of 20 additional LegCo members. On the same day, three funding requests of $219.0 million, $68.2 million and $98.3 million were approved for revitalisation schemes of the Old Victoria Barracks, the Luen Wo Market and Former Lau Fau Shan Police Station. The projects together with the others would be forwarded to the FC for final funding approval.
3. Visited New Territories North (NTN)
On 24 August, as the Chairman of Panel on Development, I led a delegation with other LegCo members to visit New Territories North. Members went atop the Hong Kong Police Force observation tower to view Shenzhen and the proposed site of one of the potential development areas in NTN — the NTN New Town, and received a briefing on the development plan. Members then ascended to a high point at Kong Nga Po to view the proposed site of the NTN New Town as well as its vicinity. Members also took a coach ride to the proposed Man Kam To Logistics Corridor and San Tin / Lok Ma Chau Development Node.
4. Visited site office of Kai Tak Sports Park
On 31 August, I visited the site office of Kai Tak Sports Park with members of the LegCo Panel on Home Affairs to understand the progress of the development of KTSP. Members were briefed about the use and operation mode of KTSP after its completion in 2023. Members then visited the site office of KTSP and observed the construction progress of major facilities in KTSP, including the Main Stadium, the Indoor Sports Centre, the Public Sports Ground and the Public Open Space.
5. Raised a question regarding Arts and Sport Development Fund
At the LegCo meeting of 18 August, I asked the Government regarding the funding allocation under the sports portion of the Arts and Sport Development Fund (ASDF) to various national sports associations for supporting athletes' preparation for and participation in major international multi-sport games, National Games, as well as competitions of various sports at World and Asian levels; and whether the Government will inject funds into the ASDF to strengthen the support provided for athletes participating in the aforesaid sport games and competitions. 6. Raised a question regarding driving property development projects by infrastructure projects
At the LegCo meeting of 25 August, I asked the MTR Corporation Limited (MTRCL) regarding the information of property development projects under "Rail-plus-Property development" model. I further asked if the MTRCL will provide a certain percentage of public housing units in the property development projects taken forward in future under the aforesaid model and whether it will consider afresh the construction of a coastal railway between Tuen Mun and Tsuen Wan. 7. Raised a question regarding implementation of national security education in schools
At the LegCo meeting of 1 Sep, I asked the Government if it has gained an understanding from schools about the difficulties they have encountered in preparing for the implementation of national security education; whether it has provided schools with the necessary support to assist them in commencing national security education; and whether the Government will consider providing funding to primary and secondary schools for creating posts dedicated to co-ordinating the implementation of national security education within and outside the classroom.
