盧偉國的工程路

我自2012年10月起出任香港特別行政區立法會議員，代表工程界別，參與多個立法會事務委員會和小組的工作，並為工務小組主席。我是香港經濟民生聯盟的主席，現時並擔任多家公司的非全職董事職務，包括上市公司的獨立非執行董事、香港品質保證局名譽主席、香港機場管理局董事等。
我出生於草根家庭，在公屋成長，幼年時已對機械及結構產生濃厚興趣。後來靠努力在七十年代中期取得港大機械工程學位，實現自己的志願，成為專業工程師。我在工餘繼續進修，多年來先後取得工業工程碩士、工商管理碩士及英國華威大學工學博士學位，並獲得多項專業工程師資格。
我有三十多年跨地域的工程專業、産業管理、科技創新、及市場開拓經驗。早於八十年代初期參與中國內地投資設廠，其中更包括被評爲當時全國十大合資企業的公司。在八十年代後期成為跨國科技集團亞太區總裁，成功帶領團隊屢屢獲獎，包括於1991 年獲得香港第一張ISO9001 品質管理系統證書，並於1992 年獲頒香港總督工業獎之品質及生產力兩項大獎，而我個人亦在同年獲頒「香港青年工業家獎」及「十大傑出青年」。其實成功主要是靠團隊精神，亦証明香港的工程師隊伍是能幹的。我其後任上市企業副主席等職務。多年工作的足跡遍及中、港、台、美、歐、日、韓、星、馬等地。在實務中我見證了香港工商業從低技術提升至高科技，並從純粹本土運作進而向內地輻射，以至全球化發展的飛躍過程，可以說是極為難得的經驗。
我在1997 年獲選為香港科技協進會會長，其後還在2007 至2008 年度成為香港工程師學會會長。我和許多工程業界的有心人，一直致力推動香港工程專業的發展，並積極推動海內外的學術及專業交流。我是香港專業及資深行政人員協會2014及15兩個年度的會長、現任香港綠色策略聯盟主席、香港電子業商會榮譽副會長、香港貿發局電子及家電業諮詢委員會主席、香港管理專業協會理事等公職。曾任內地公職包括全國政協、中國科協全國委員會委員等。
我非常關心本港高等教育的發展，歷任多間大專院校顧問諮詢工作，亦不時義務講授，作為對學術界和社會的回饋，更鼓勵青年學生承傳華夏文化與科技傳統，參與青年領袖的訓練。我曾任香港城市大學校董，現為香港城市大學兼任教授、香港公開大學榮譽教授、英國華威大學工業院士、本港職業訓練局榮譽院士、並為香港科技大學榮譽院士。
一方面持續進修，一方面參加專業學會的活動，我得以累積多元的工程知識和經驗，我參與的公職更把我的眼界擴闊。我已卸任醫院管理局成員、城市規劃委員會、可持續發展委員會、環境諮詢委員會和香港檢測和認證局。現時是西九文化區管理局, 香港機場管理局董事局成員和香港房屋委員會委員。這些工作能用得著我在各範疇的識見，同時也增加了自己的歷練。我在沙田區議會多年的議員工作中，對社會事務有廣泛和長期的參與，深刻體會到工程專業和社會民生是息息相關的，可以為此出一分力。我也在議事堂上也不時為工程師發聲呢！
香港的工程發展任重而道遠。我榮幸能在立法會這個舞臺繼續我的工程路，為工程業界和香港的持續發展實幹闖未來！
Brief CV
Ir Dr the Hon Lo Wai Kwok was President of the Hong Kong Institution of Engineers in 2007/08. WK is currently Member of the Legislative Council of the Hong Kong Special Administrative Region, representing the Engineering Functional Constituency. He also serves as Chairman of the Business and Professionals Alliance of Hong Kong, Honorary Chairman of the Hong Kong Quality Assurance Agency, member of the West Kowloon Cultural District Authority, member of the Airport Authority Hong Kong Board of Directors, and Immediate Past President of the Hong Kong Professionals and Senior Executives Association, etc. He has stepped down as members of the Housing Authority, the Hospital Authority, the Town Planning Board, Council for Sustainable Development, Advisory Council on the Environment and the Hong Kong Council for Testing and Certification. He was Sha Tin District Councilor for many years. His expertise and areas of service cover infrastructure, town planning, environment, housing, technology, industry, education and community service, etc.
WK has over 30 years of experience in engineering, industrial management, technology innovation and market development. He has also worked as Asia-Pacific president of multinational technology group, and deputy chairman of listed electronics enterprise. He was awarded “Ten Outstanding Young Persons” and “Young Industrialist Awards of Hong Kong” in 1992.
